FOUR STAGES OF ORGANIZING
1. Contact
The first stage in organizing is to have informal
discussions with your co-workers to see
if there is interest in forming a Union. This
should be done with discreet.
Do they have the same concerns and issues as
you do?
Is there a theme such as lack of respect and
dignity, lack of voice in the workplace, unfair
treatment, favoritism, wages and benefits etc.
2. Committee
If it is determined that there is the potential
for majority support for the Union then an
inside organizing committee should be formed.
The Committee is made up of those employees
who are prepared to take a leading role in establishing
the Union. CWA does not organize from
the outside in. A strong and dedicated inside
committee is essential if the organizing drive is to
be successful. The committee is a partnership
between the employees and CWA. CWA provides
the legal framework, expertise and needed resources
to the committee. Committee members must
be prepared to meet with their co-workers to
discuss the benefits of having a Union.
3. Campaign
The CWA believes that the best way to organize
a group of employees is through
systematic personal contact and evaluation. Each
committee member will be assigned to a certain
number of their co-workers to meet with them
and assess their support for the Union. Based on
the one-on-one discussions committee members
may ask their co-worker to sign an application
for Union membership. There may need to be more
than one meeting to properly assess the
persons support. No one should be pressured into
signing a card. If need be the CWA will make
staff available for these meetings. There may
be occasions where larger meetings are required.
CWA will provide the necessary resources for
these. CWA will also provide the necessary
administrative support.
Meetings to discuss the Union should
not take place on company time or company
property.
4. Recognition
If 60% of eligible employees have signed Union
cards the Union will make an application
to the Ontario Labour Relations Board for certification.
Five days following the certification
application a representation vote will be conducted
by the Labour Board. All employees will be
eligible to vote whether they have signed cards
or not. Once the Labour Board has determined
that the majority of employees wish to be represented
by the Union negotiations will commence
for a collective agreement.
